The UK already taxes returns from wealth (capital gains tax) and transfers of wealth (inheritance tax and capital gains tax) – but has never had a wealth tax based purely on ownership of wealth. As interest grows in various quarters regarding a new, separate, 'one-off' or annual wealth tax, we grade from cold to warm the key players in implementing a wealth tax, from the most influential to the least influential, and consider where they currently stand on a wealth tax.

Government, the key decision maker, has said it is opposed to a new wealth tax and focus is currently elsewhere.

Many other countries in Europe have already had and later abolished a wealth tax, though some still remain. Argentina introduced a one-off levy in December 2020. In the USA, calls are currently increasing for one. There is no co-ordinated international push for a wealth tax from influential international organisations such as the OECD, which is broadly neutral on wealth tax.
Only a handful of OECD countries (namely Switzerland, Spain and Norway) currently operate some form of net wealth tax applying to more than a single type of asset.

The government, the key decision maker, and those with the most influence remain cold or lukewarm at best on wealth tax. Our view is that existing taxes on wealth will be increased or overhauled before any new wealth tax is introduced. Focus for many individuals is currently on actions surrounding potential changes to other taxes such as inheritance tax and capital gains tax, but the climate could shift rapidly on wealth tax in face of continuing economic uncertainty.

How UK tax rises could impact individuals and 'where are we now' with recent and potential legislation changes
