Budget 2010: Update - Pre-Budget Report

On 9 December, Alistair Darling set out the Government's financial plans for next year's budget in his Pre-Budget Report (PBR).  In Taylor Wessing's previous summary of the sustainability measures introduced by the 2009 Budget, we explained that the Government had employed a combination of the 'sticks' of regulatory sanctions and the 'carrots' of financial incentives to drive the sustainability agenda. This time round, the Government has also announced a raft of green-related measures, and broadly speaking there continues to be a combination of sticks and carrots employed.  Whilst there are proposals that are intended to be inducements to green behaviour, there are also a number of measures introduced that will increase the Government's tax revenues, though some of these have been deferred until later tax years.
