Walter specialises in Public and Administrative Law which includes public building and planning law and environmental law. He advises large and medium-scale companies and public entities, in particular with regards to waste, water, sewage water and soil protection law. Furthermore, an important area his of practice is public infrastructure law, especially in the transport sector (rail, aviation), and the privatisation of public entities, particularly in large Public Private Partnership projects in the waste and sewage water management sector. Furthermore, Walter advises in public procurement law and European state aid law issues.
Walter studied law at the University of Cologne and at the College for Administrative Law Sciences in Speyer. After passing the First Legal State Exam, he worked as an assistant at the Institute of Public Law of the University of Cologne and wrote his Doctorate on State Organisation Law. He was admitted to the Bar in 1988 and joined the Düsseldorf office of Taylor Wessing in 1990.
Walter is the author of several articles about Public Law and lectures regularly.
