Rebecca is an associate in the IT, Telecoms and Competition team.  Rebecca advises both corporate and public sector bodies on the supply and procurement of high value and complex telecoms, technology and outsourcing projects. She has particular expertise in telecom related issues and has recently worked on several high profile Next Generation Network projects.

Key examples of experience include:

  • Currently advising a City Council in relation to a project for the roll out of superfast broadband in areas of the city. Advice provided to date includes: State Aid advice and pre-notification under the simplified procedure; funding issues and conditions; procurement structure; regulatory issues (both telecoms and other general regulatory issues); and other general ongoing commercial and legal issues;
  • Advised a County Council in relation to a number of high value projects including:
    • its strategy to appoint a private partner to deliver next generation access across the county in a £400m initiative;
    • it’s appointment of a strategic partner for the provision of services (including revenue and benefits, procurement, IT, aggregation of networks etc) to the Council and shared services to other public body beneficiaries and the establishment of a company (approximate value £700m); and
    • advising an on-line education authority in relation to a £120m upgrade of the backbone to optic fibre, contractual negotiations with a supplier, together advising in relation to various software and hardware procurements;
  • Advised one of the world’s largest ICT suppliers on the re-negotiation of the supplier’s outsourced processing services agreement with one of the world’s largest banking groups with a value in excess of US$1 billion.
  • Part of the team that advised one of the country’s Regional Development Agencies in relation to its investment into a next generation network project. This involved providing strategic and regulatory advice on the contractual and commercial model, business case, procurement issues and State Aid, build arrangements and governance. The build value of the project was approximately £90 million, with projected revenue of £325 million over 10 years;
  • Part of the team currently advising a special purpose vehicle formed to deliver super-fast broadband in relation to: the renegotiation of contractual issues in respect of delivery and funding; the negotiation of wholesale access agreements with ISPs and local authorities; network build / implementation issues; use of alternative technologies such as wireless, microwave and satellite. The team has been retained to advise in respect of future procurement processes for additional service providers; regulatory issues, commercial and legal issues (both telecoms and general);
  • Advised a client in relation to it’s collaboration with a large supermarket chain and a global bank in respect of worldwide money transfer and sale of insurance products via mobile phones and EPS; and
  • Advised a national outsourcing company on their competitive bid process in relation to the outsourcing of IT and Telecommunication Services.  The contract value was £30 million.
