Oliver specialises in Public and Administrative Law which includes public building and planning law and environmental law. He advises large and medium-scale companies and public entities, particularly with regard to waste, water, sewage water and soil protection law. Furthermore, important practice areas are public infrastructure law, especially in the health care system (hospital law, co-operations between physicians as well as between medical practioners in own practice and hospitals), the transport sector (rail, aviation) and the privatisation of public entities, particularly in large Public Private Partnership projects in the hospital sector and the waste and sewage water management sector. In addition, Oliver advises on public procurement law and European state aid law issues.
After his legal studies at the University of Cologne, Oliver passed his First Legal State Exam in 1990. During the following years he worked as a journalist, in a waste disposal company, as assistant at the University of Cologne and as a lecturer for Environmental Law and Politics at the University of Applied Sciences in Cologne. In 2002, he passed his Second Legal State Exam in Düsseldorf and joined the Düsseldorf office of Taylor Wessing. Here, he is a member of the Real Estate, Healthcare and Projects Practice Departments.
Oliver has published numerous articles, in particular concerning current environmental, municipal and public procurement law issues. In 1997, he published an analysis of judicial questions with regard to waste incineration. He is a member of the Working Group for Administrative Law within the German Law Association and the German Environmental Law Society.
