Mario specialises in legal advice in the context of technology-orientated public procurement procedures, complex IT/TK-projects and planned construction. His clients are bidders as well as the public contractors in all instances of litigation. Furthermore, his practice area encompasses research and development and technology transfer contracts. Among his clients are national and international companies, major enterprises and the state (federal and regional authorities, public institutions). He operates the litigation department with four lawyers.

He completed his First and Second State Examinations in 1991 and 1994 respectively after legal studies in Bonn, Heidelberg and Berlin. 1994: He wrote his dissertation at Humboldt University Berlin 1994.

Mario makes regular contributions to leading publications, including articles on order blocks in the public sector (ZfBR 2002), public procurement and IT sourcing (Computer & Recht 2003), problems of prior involvement within complex procurement procedures in the IT and telecommunications sector (Computer & Recht 2004), new bonus regulations in antitrust matters (Wettbewerb in Recht und Praxis 2006), safety before competition? (ZfBR 2006). Mario publishes articles on public procurement in Handelsblatt magazine’s leasing series. He is a member of the NGO Transparency International which has an active role in the formation of opinion as regards the amendment procedure within public procurement legislation. He is one of the founder members of ISPRAT Institute (interdisciplinary studies on politics, law, administration and technology – organisation of research projects to identify and test new methods, evaluation of new tools for e-government applications, promoting the education of academics and students).
