David is a partner in the Construction & Engineering group based in the London office. David specialises in domestic and international infrastructure projects and has extensive experience of project finance (including the UK’s Private Finance Initiative and Public Private Partnerships) across a wide variety of infrastructure sectors. He advises clients on all sides of the procurement process, including contracting authorities, sponsors, financial institutions, construction contractors and service providers.
David also advises on conventionally funded construction and services procurements, including the drafting and negotiation of construction documentation for developers, contractors and financial institutions.
Areas of expertise include:
- Transport: advising on toll and availability based road schemes as well as light rail and metro rails projects.
- Healthcare: advising on many acute and community based hospital projects including those procured by way of PFI/PPP and NHS LIFT as well as other tax based structures.
- Education: advising on numerous school and university projects including PFI, BSF and academy based schemes.
- Central & Local Government: advising on a range of accommodation projects including civic buildings, custodial facilities, fire and rescue services, prisons and government offices.
- Utilities: advising on wastewater treatment projects and waste to energy schemes.
- Power/Oil & Gas: advising on the construction and operation of combined cycle gas turbine power plants and LNG facilities.
