Oliver specializes in Public and Administrative Law which a special focus on regulatory work on the healthcare sector, environmental law and Public Law issues not related to real property. On the healthcare sector, Oliver advises statutory health insurance funds, hospitals and medical practitioners in all regulatory issues, in particular regarding the regulatory admission to provide medical services and in connection with co-operation and outsourcing projects. In this area, he has a special focus on hospital law, statutory health insurance law as well as professional rules for medical practitioners.
Furthermore, he advises large and medium-scale companies and public entities, particularly with regard to waste and soil protection law and product-related environmental law. Another important area is the privatization of public infrastructure, especially of hospitals, on the waste management sector and in the IT high-security industry. In addition, Oliver advises on state budget and subsidy law, public pricing law and gambling law issues.
After his legal studies at the University of Cologne, Oliver passed his First Legal State Exam in 1990. In 2002, he passed his Second Legal State Exam in Düsseldorf and joined the Düsseldorf office of Taylor Wessing. Here, he is a member of the Practice Area “Planning and Environment” and the Industry Groups “Life Sciences & Healthcare” and “Energy & Environment”.
Oliver has published numerous articles and holds lectures on a regular basis, in particular concerning current healthcare and environmental law issues. In 1997, he published an analysis of judicial questions with regard to waste incineration. He is a member of the Working Groups for Administrative Law and Healthcare Law within the German Law Association and the German Environmental Law Society.
