Tracey is a partner in our IT, Telecoms & Competition practice based in our London office. She advises corporate and public bodies on the supply and procurement of IT and telecoms systems and services and outsourcing.

She has particular expertise in respect of European telecommunications regulation including competition and state aid aspects. She has a wealth of experience in respect of structuring national and international (within Europe, Middle East, Far East and Latin America) high value projects within the telecoms sector. She is used to working alongside the client’s internal and external technical teams, local National Regulatory Authorities and even the client’s local external law firms.

In addition, Tracey has extensive experience in respect of establishing and advising Utility Telecommunication companies, the role of the communication provider in respect of smart grids and smart metering.

Key examples of his recent experience in the telecoms sector include:

  • advising  international mobile and fixed line telecommunication operators in respect of the design,  financing , regulatory issues and operation of network projects;
  • advising Public Sector bodies in respect of the European initiatives that support Next Generation Network Roll out and Smart Metering;
  • commercial contracts associated with the procurement, establishment and provision of data and voice networks
  • establishing and advising Utility Telecommunication companies, the role of the communication provider in respect of smart grids and smart metering;
  • advising on a range of work which requires specialist industry know-how such as interconnect agreements, dark fibre exploitation, under sea cable IRU agreements, infrastructure sharing agreements, leased line and other managed capacity agreements.  

Tracey is an active speaker and is asked to speak at conferences within the UK, USA, Africa  and the Far East in respect of Telecommunication, Smart Grid’s and Smart Metering and Utility Teleco’s. She has been invited to work with the research group - ICT For Sustainable Growth for Smart Grids within the Information Society and Media Directorate within the EU Commission.
